Problem
After you accept Repel Raid on Orison, its hostile target NPCs may never appear. The mission then cannot be completed and fails.
CIG currently provides no recovery after the targets fail to spawn. Failing or abandoning the mission can reduce your reputation with Crusader Security.

There is no reliable fix after Repel Raid on Orison targets fail to spawn. CIG lists the issue for Alpha 4.10.x and provides no recovery for a mission already in this state.

This covers missing hostile targets in Repel Raid on Orison after accepting the mission. It does not cover Mendo Ren failing to reset during Siege of Orison.
No current Alpha 4.10 player execution was found that recovers the mission after its targets fail to spawn.
The exact affected hotfix, failure rate, and fix date are unknown. We did not independently test this mission.
