Problem
After you accept an Evict Illegal Occupants contract and reach its derelict outpost, every occupant target may be missing. With nobody present to eliminate, the mission cannot be completed.
CIG still lists this problem for Alpha 4.10.x LIVE and says there is currently no workaround.

No reliable fix is confirmed
There is no reliable fix after the Evict Illegal Occupants targets fail to spawn. The current official guidance provides no recovery, and the available player suggestions have not been confirmed in Alpha 4.10.x.
What not to try
Waiting or changing servers is not confirmed
A 2024 discussion suggested waiting for a delayed spawn or changing servers, but it did not show a successful recovery. It also did not establish whether your accepted contract survives the server change.
Forced respawn and return is not confirmed
One player in 2024 said the targets appeared after a forced respawn at their home port or station and a return trip. In the same report, respawning nearby in a C8R did not work.
A second bounty at the same site is not confirmed
One 2024 Calliope report said a separate bounty spawned a target at the same wreck site and both contracts completed. No current report confirms that result elsewhere or in Alpha 4.10.x.

No Alpha 4.10.x player execution was found that recovers this mission after all occupant targets are absent.
The exact affected hotfix, failure rate, affected outposts, and fix date are unknown because no public Issue Council history was available.
The three reported routes are isolated suggestions from 2024, and none has a measured success rate or a current independent test.
